Overview

The NIH Public Access policy mandates public access to the results of NIH funded research in order to advance science and improve human health. The policy applies to all peer-reviewed papers based on research funded by NIH that are accepted for publication on or after April 7, 2008. Authors are required to submit, or have submitted for them, an electronic copy of their final peer-reviewed manuscript to PubMed Central upon acceptance for publication, where it will be made available to the public no later than 12 months after publication. PMC is a digital repository maintained by the National Library of Medicine.

As a recipient of NIH funds, the University of Rochester (UR) must comply with this policy. Principal investigators are responsible for ensuring that papers arising directly from their NIH awards are submitted to PMC and must indicate compliance with this policy on the Office of Research and Project Administration's (ORPA) internal sign-off form.

Determine Applicability

The NIH Public Access Policy Applies to any publication that:

• Is peer-reviewed;

• Accepted for publication on or after April 7, 2008;

• Arises from:

  • Any direct funding from a NIH grant or cooperative agreement active in Fiscal Year 2008 and beyond;

  • Any direct funding from a NIH contract signed on or after April 7, 2008.

NIH Public Access Policy DOES NOT Apply to:

• Books or book chapters;

• Editorials;

• Articles accepted for publication before April 7, 2008;

• Dissertations;

• Manuscripts printed in scripts other than Latin (i.e. Russian or Japanese);

• Any other publication that is not peer-reviewed
